The SAIP application uses an embedded technology, developed and patented by Deveryware, which is based on not sending user information or statistics to a server.

 

 

1- DESCRIPTION OF THE APPLICATION

 

SAIP, meaning " System for alerting and informing populations " is the official Government mobile alert application from the Ministry of the Interior for smartphones running iOS and Android.

 

SAIP is a free application which alerts users when a major or particularly exceptional event occurs within a geographical zone.

 

The SAIP mobile application supplements pre-existing systems for alerting and informing the population (sirens, pre-formatted radio messages, etc.).

Provided that geolocation settings are activated by the user and the active application, SAIP allows users to remain informed via notifications on their smartphone of any current alerts following a suspected terrorist attack or in the case of exceptional events affecting civil security (nuclear, hazardous products, and hydraulic structure failure alerts) that may result from an attack.

The application also delivers advice on behaviour and instructions to be complied with, depending on the nature of the alert ("how to react").

The alert is activated when the User is in, or enters, an at-risk zone. No information about users is sent, even when their geolocation is determined.

The alert is emitted in the form of a visual and audible notification (triggering a sound and vibration). Given the nature and importance of the alerts, the visual and audible notification may occur even if the application user has deactivated sounds and notifications on their smartphone. This audible notification will not be activated in the event of a terrorist attack alert.

The user can save up to eight geographical zones (postcodes, municipalities) and be informed if an event occurs in one of these locations.

The application can also relay current alerts on social networks by connecting to the user's account if the user gives his/her consent.

 

The list of the application's functionalities may change, as the Ministry of the Interior reserves the right to add or delete services.

The application is available in French and in English.

 

 

2- LEGAL NOTICES:

 

By installing and using the SAIP application, the system for alerting and informing the population (hereafter the "Application"), the User is deemed to have read and unreservedly accepted the present general conditions of use. As these may change, the User is invited to read them regularly, as any new version shall be immediately binding upon him/her.

The SAIP mobile application is published by the Ministry of the Interior.

 

 

3- DEFINITIONS AND PURPOSE:

 

The present general conditions are intended to define, firstly, the terms and conditions for use of the SAIP mobile application and, secondly, the conditions for access to the services offered by the Administration to the User.

The following terms, used in the present General Conditions, have the following meanings:

 

"SAIP" designates the present mobile Application which can be downloaded from the application stores Appstore and Google Play and which brings together the services offered by the Ministry of the Interior;

 

"General Conditions" designate the present general conditions for the use of the SAIP mobile application

 

"Party" individually designates the User or the Ministry of the Interior and the "Parties" collectively designate the User and the Ministry of the Interior. "Service" designates any service offered by the Ministry of the Interior on the SAIP mobile application;

 

"User" designates any adult natural person who has the legal capacity to enter into a contract or any legal entity which installs or consults the application or uses the services offered by the SAIP application.

 

 

4- LIABILITY

 

4.1 USE OF THE SAIP MOBILE APPLICATION

 

The Ministry of the Interior gives no guarantee of the performance of the SAIP mobile application or of the availability of services.

 

The Ministry of the Interior shall not be liable for any damage or direct or indirect harm, of any kind whatsoever, suffered by the User due to:

The SAIP application for mobile telephones does not substitute for instructions which may be issued by the authorities (police or emergency services) locally.

 

 

4.2 CONNECTION COSTS

 

The User recognises and accepts that access to services requiring an internet connection may generate costs which shall be payable entirely by him/her, with the rights and obligations arising from his/her contractual relationship with his/her mobile telephony operator applying when the Application is used.

 

 

5- AVAILABILITY

 

The Application is offered for mobile devices or tablets using the operating systems Apple iOS and Android.

 

The following minimum configurations are required to enable the service to function:

The Ministry of the Interior will make every effort to ensure that the Application is always available. Nevertheless, the User hereby states that he/she is fully aware that certain functionalities of the Application are supplied via the internet and mobile networks and that the availability of the said networks determines access to these functionalities. Therefore, the Ministry of the Interior shall not be liable if the service is unavailable for any reason whatsoever.

 

6- SATISFACTION SURVEY

As it is eager to satisfy its users, the Ministry of the Interior may offer surveys with the aim of constantly improving the usage and digital services of the SAIP application.

 

 

7- INTELLECTUAL PROPERTY

 

The application uses a patented technology developed by Deveryware.

 

The images, texts, programs, brands, logos and other components of the SAIP mobile application are protected by intellectual property laws. Any total or partial depiction of the SAIP mobile application and its content, by any technique whatsoever, without the prior and express authorisation of the Ministry of the Interior is prohibited and constitutes counterfeiting according to the meaning of Articles L. 335-2 and following of the French Intellectual Property Code.

 

 

8- APPLICABLE LAW AND ASSIGNMENT OF JURISDICTION

 

The present general conditions are subject to French law. In case of any dispute concerning their formation, interpretation or execution, the Parties agree to seek an amicable solution. If the dispute cannot be resolved amicably, the Parties shall submit the said dispute to the competent French courts. When the User is a legal entity, the Parties agree that any dispute relating to the formation, interpretation or execution of the general conditions comes within the exclusive competence of the Paris District Court (France).
